Provided is a pneumatic safety tire in which durability is improved by improving the compression fatigue characteristics of a carcass ply cord. In the pneumatic safety tire, a carcass (2) is used as a frame and a side-reinforcing rubber (4) is provided to the inner side of a side wall section (12) in the tire width direction. In a cross section of the tire width direction in which the area of the side-reinforcing rubber is S1, the area of a bead filler (5) is S2, and the area of a rubber chafer (6) that is arranged on the outer side of the bead filler and a bead core in the tire width direction is S3, 0.10 <= (S2 + S3) / S1 <= 2.50 and 0 <= S2 / (S2 + S3) <= 0.9 are satisfied. A carcass ply-reinforcing cord comprises polyester fibers and/or aramid fibers and is covered by an adhesive composition into which 35-100 parts by mass of solid content of a thermosetting resin containing a blocked isocyanate are blended with respect to 100 parts by mass of solid content of latex.
