The device comprises a brake profile, a locking disc, a magnet exciting coil and a permanent magnet, the locking disc is located in the center of the brake profile, a brake groove is formed in the locking disc, a movable part is arranged between thelocking disc and the brake profile, the movable part can reciprocate towards the central direction in the groove of the brake profile, the permanent magnet is arranged in the movable part, the direction corresponding to the locking disc is an N pole, the magnet exciting coil is arranged in the locking disc, and the permanent magnet in the brake profile direction forms an N pole after the locking disc is powered on. After a driving power supply of a baby electric vehicle and a baby carriage adopting a hub motor and free wheels is cut, the wheels are locked, slope sliding caused by uneven road surfaces and movement caused by inertia are avoided, and then the bicycle locking function is achieved.
