According to the device, the recycling efficiency ofbraking energy can be improved; a plurality of steel wire ropes 1 are wound on two fixed pulleys in a whole circle; a steel wire rope 2 is wound on the reel; a torsion on the reel is respectively transmitted to a hydraulic pump or a motor by a clutch 1 through a power divider 1; before braking, the motor is started to drive the whole set of device to move, so that the device has an initial speed;a train extends out a striking handle, collision contact with a hook on the steel wire rope is realized; then the train drags the steel wire rope 1 and the roller to move, a hydraulic pump is driven by transmission, and sucks oil from an oil tank, the oil is transformed to high pressure oil, and the high pressure oil is injected into an energy accumulator; and during starting, the hook on the train makes contact with the hook of the steel wire rope 1, the oil flows out of the energy accumulator, the motor is driven to work, the motor drives the winding drum to rotate, the steel wire rope is dragged to move, and therefore the train is dragged to move forwards. The device can be used for braking subway trains and high-speed rails.
