The orientation rotating disc is connected with a docking mechanism through an aluminum trestle, one end of the pitching hydraulic cylinder is connected with the orientation rotating disc, and the other end of the pitching hydraulic cylinder is connected with the aluminum trestle. By means of the aluminum trestle driven and controlled hydraulically, personnel can climb a ladder from an operation and maintenance ship to a fan foundation, the equipment transfer stability is high, the transfer efficiency is high, the equipment size is small, the weight is light, the cost is low, and the problem that offshore fan foundation embarkation safety is low is solved.
