The shore-based cooperation layer comprises a plurality of leg shore-based cooperation centers, and the edge terminal layer comprises a plurality of edge terminals; the plurality of edge terminals comprise shipborne terminals and shore-based terminals, and the edge terminals are used for receiving a navigation task to indicate the shipborne terminals to navigate, collecting sensing data and interaction data in the navigation process and uploading the sensing data and the interaction data to the shore-based cooperation layer; the leg shore-based cooperation centers are used for receiving the sensing data and the interaction data, generating a dynamic data link of the current leg according to the sensing data and the interaction data, and managing and controlling the edge terminal according to the dynamic data link; the leg shore-based cooperation centers are used for uploading the dynamic data link to the cloud control center; and the cloud control center is used for generating cloud data according to the dynamic data link and generating a scheduling instruction to schedule the shore-based collaboration layer. The scheduling feedback time of the system is shortened, and the real-time performance of the response of the shipborne terminal is ensured.
