Provided are: a surface material for seats, which has a function of suppressing stuffiness when used as a surface material for seats, and which has excellent designability; and a method for producing the surface material for seats. A surface material (11) for a seat is provided with a front surface layer (12), a back surface layer (13), and a hole (15), and the inner wall of the hole (15) is covered by the front surface layer (12). A surface material (11) for a seat is produced by a production method comprising: a base material formation step for forming a base material having at least a front surface layer (12) and a back surface layer (13); a clamping step of clamping the base material between a pressing plate of a mold provided with a hole part and a receiving plate opposite to the pressing plate; a pressing step in which a hole is formed in the base material by pressing the platen against the receiving plate while heating at a temperature at which the components contained in the surface layer (12) do not melt; and a carrying-out step of taking out the base material with the hole part from the space between the pressing plate and the receiving plate.
