An automatic lifting device and an underwater survey system, the automatic lifting device comprising: a housing part having an accommodating space; the phase-change heat exchange module is arranged outside the shell part, a phase-change material is arranged in the phase-change heat exchange module, and the phase-change material is subjected to phase change along with the change of the external temperature; the oil bag module is arranged outside the shell part and is configured to store hydraulic oil and enable the automatic lifting device to ascend or descend based on the increase or decrease of the volume of the oil bag module; the pressurized energy storage module is communicated with the phase change heat exchange module and the oil bag module, and is configured to receive the hydraulic oil from the oil bag module during the descending period of the automatic lifting device and convey the hydraulic oil to the phase change heat exchange module during the period that the phase change material is changed from the liquid phase to the solid phase; and the driving energy storage module is communicated with the phase-change heat exchange module and the oil bag module, and is configured to convey the hydraulic oil to the oil bag module, so that the automatic lifting device ascends, and receives the hydraulic oil from the phase-change heat exchange module when the phase-change material is changed from the solid phase to the liquid phase.
