The present invention relates to a parking brake fail-safe control system for a vehicle having an electric vehicle axle and a method thereof. The system and the method control the torque of a first motor disposed on a first electric vehicle axle of a rear wheel and the torque of a second motor disposed on a second electric vehicle axle of the rear wheel to have the same magnitude in opposite directions, and increase/decrease the torque of the first motor and the torque of the second motor according to a change in wheel speed. Safe parking braking can be achieved on flat ground, slopes and the like.
