A sound-absorbing cover (1) is provided with a first sound-absorbing layer (10) and a second sound-absorbing layer (20) which are made of foam, the sound-absorbing cover (1) is laminated in a state in which a first skin layer (12) of the first sound-absorbing layer (10) and a second skin layer (22) of the second sound-absorbing layer (20) face each other, and an air layer (30) is provided between the facing surfaces of the first skin layer (12) and the second skin layer (22). A first skin layer 12 of the first sound-absorbing layer 10 and a second skin layer 22 of the second sound-absorbing layer 20 are set to have different rigidities.
