The present invention is provided with: a pressure change suppressor (110), the capacity of which can be changed in accordance with the pressure of an inflowing brake fluid, and a throttle valve (120), which is disposed downstream of the pressure change suppressor (110) in a discharge flow path (140), said throttle valve (120) being provided with a first housing (121), which is open at one end and has an end surface (121a) at the other end, a first valve main body (122), and a first spring member (124), which is disposed downstream of the pressure change suppressor (110) at the discharge flow path (140), and which is provided with a second housing (121), which is open at one end and has an end surface (121a) at the other end; the first valve body (122) has an end surface (121a) in which a first through-hole (121b) into which brake fluid flows is formed, the first valve body (122) is movable inside the first housing (121) in the axial direction of the first housing (121), and the first spring member (124) biases the first valve body (122) in the direction of the first through-hole (121b) of the first housing (121). The first valve body (122) is provided with a seal part (122b) that closes the first through-hole (121b) of the first housing (121) and forms an orifice (122ba).
