The invention provides a controller for an electric vehicle cooling system and an electric vehicle. According to the technical scheme, the controller can obtain the working state of each execution component in the cooling system of the electric vehicle and the temperature values of the multiple components in the electric vehicle; and the controller can control the communication mode of each execution component in the cooling system of the electric vehicle according to the operation of each execution component and the working state of each execution component in the cooling system of the electric vehicle according to the temperature values of a plurality of components in the electric vehicle, so that the total energy consumption of the cooling system of the electric vehicle is reduced, and the purposes of saving energy and improving efficiency are achieved.
