A floating platform deck is arranged at the bottom of the draught fan base, a central control system is installed on the top of the floating platform deck, and different from a traditional floating platform which is fixed to a specific sea area through an anchoring foundation and cannot move freely, the dynamic positioning system is arranged on the platform, and the autonomous navigation and dynamic positioning functions of the platform can be achieved. After a fan and a photovoltaic array are prefabricated and assembled on land or in a dry dock, the floating foundation sails to a specified sea area through a dynamic positioning system of the floating foundation, and does not need to be hauled by engineering ships such as tugboats or barges, so that the transportation cost is reduced.
