A first lifting device used for lifting a cutter at the bottom of the tunnel into the main machine beam through the first cutter feeding hole is arranged in the main machine beam. A bearing rail which is located at the bottom of the main machine beam and used for bearing a cutter is arranged in the main machine beam, and the bearing rail extends into the driving box from the first cutter feeding hole. A winding device is arranged in the main machine beam or the driving box, and a hoisting inhaul cable of the winding device is used for being connected with a cutter on the bearing rail so that the cutter on the bearing rail can be pulled into the driving box from the interior of the main machine beam. A second cutter feeding hole is formed in the box wall, close to the cutter bin, of the driving box, and a second lifting device used for lifting the cutter in the driving box into the cutter bin through the second cutter feeding hole is arranged in the cutter bin.
