The present disclosure provides an algorithm for optimizing utilization. A cloud service receives a prioritized vehicle (PV) and a location of a non-prioritized vehicle in a metropolitan area. The cloud service accesses a database that stores indicia of restricted road portions in the metropolitan area. The cloud service assigns the restricted road portion from the database to the NPV based on the location of the PV, the location of the NPV, and the location of the restricted road portion. The assigning includes preventing some of the restricted road portions in the database from being available for assigning to the NPV based on determining, from locations of the PV and the NPV and from a pre-stored route of the PV, that an estimated use of the NPV for the road portion conflicts with an estimated use of the PV for the road portion when the PV and the NPV travel along the pre-stored route. The generated route including the respective allocated road portion is provided to the NPV.
