The invention relates to the technical field of maritime observation, in particular to a positioning and communication integrated maritime buoy observation system which comprises a ground monitoring station and a buoy body. The buoy body is provided with a monitoring module, a positioning module and a communication module. The monitoring module is used for acquiring atmospheric parameters and hydrological parameters, the positioning module is used for determining position coordinates of the buoy body, and the communication module is used for sending the atmospheric parameters, the hydrological parameters and the position coordinates to a ground monitoring station through Beidou satellite system short message information. It can be guaranteed that observation data sent by the buoy body is matched with the actual coordinate position of the buoy body, the actual position of the buoy body can be effectively monitored, whether the buoy body breaks away from the limited movement range of an anchor chain or not can be judged, and accidental loss of the buoy body is prevented.
