The invention discloses a ship driving control method and system based on an electronic fence. The method comprises the steps that 1, the electronic fence is constructed based on a safe area of ship driving; step 2, acquiring the driving data of the ship in real time, performing matching analysis on the driving data of the ship and the electronic fence, and judging whether ship driving early warning is triggered or not; and step 3, actively carrying out ship safety driving control on the ship which triggers the ship driving early warning. According to the ship traveling control system based on the electronic fence, the electronic fence is constructed, the traveling data of the ship is obtained in real time, and the traveling data and the electronic fence are matched and analyzed, so that whether the ship travels to a prohibited area or not can be judged in real time; early warning is carried out on the ship driving to the prohibited area, the ship is controlled to drive to the non-prohibited area, and electronic fence optimization can be carried out.
