The present invention provides a sound insulation member capable of appropriately enlarging the surface area of a sound insulation surface, and a method for manufacturing the sound insulation member. The sound insulation member (10) is provided with a planar sound insulation material (11). The sound-insulating material (11) has a sound-insulating surface having a folded pattern (LP) in which a bellows structure overlaps on two mutually orthogonal axes in an in-plane direction in which the sound-insulating material (11) is viewed in a plane-perpendicular view angle. By providing such a folding pattern (LP) on the sound-insulating member (10), a wide surface area of the sound-insulating surface can be ensured compared to a structure in which a bellows structure is repeated only in one direction.
