The invention provides an electronic mechanical brake device with a speed reducer embedded in a brake motor and a vehicle. The electronic mechanical braking device comprises a braking motor and a speed reducer. The decelerator includes a planetary gear set and a decelerator housing. The speed reducer shell is used for containing the planetary gear set. The brake motor is used for outputting brake force through the planetary gear set. The brake motor comprises a motor rotor, the motor rotor comprises a containing groove, a groove opening of the containing groove faces the axial direction of the brake motor, and the speed reducer shell is embedded into the containing groove; the rotor bearing is used for fixedly connecting the motor rotor and the speed reducer shell respectively; the motor shaft is used for being in transmission connection with the motor rotor and the planetary gear set; and the motor shell is used for accommodating and fixing the speed reducer shell. According to the electronic mechanical braking device, the speed reducer of the electronic mechanical braking device is embedded into the containing groove of the electronic rotor, the axial size of the electronic mechanical braking device is reduced, and miniaturization is achieved.
