The invention provides an underwater fixed-point resident working platform capable of switching working points, which comprises a platform main body, a support frame is arranged at the bottom of the platform main body, a winding device for winding and unwinding the support frame is arranged in the working platform, and an underwater propelling device is rotationally mounted on the working platform; when the whole working platform moves to a certain distance above a target position, the underwater propelling device rotates to jet flow towards the lower part of the outer side of the whole working platform, and the whole working platform sits downwards to the bottom to the target position; and/or; and the winding device unwinds the supporting frame, the supporting frame is separated from the platform main body and downwards sits to a target position, and the platform main body is located on the supporting frame. During operation, the supporting frame firstly sits to the bottom to a target position, the underwater propelling device sprays flow towards the lower portion of the outer side of the whole operation platform, the platform body is located on the supporting frame, impact water flow cannot affect the seabed state of the target position under the platform body, and disturbance to the target position is reduced.
