The tethered satellite in-plane angle control method comprises the following steps: a tethered satellite system controls a tethered satellite in-plane angle by taking a rope winding and unwinding speed # imgabs0 # as a control variable; the rope winding and unwinding speed # imgabs1 # comprises two parts, the first part is theoretical rope speed # imgabs2 #, the second part is rope speed feedback quantity u, the sign of the rope speed feedback quantity u is opposite to the sign of the in-plane angular speed # imgabs3 # collected in real time, and the rope speed feedback quantity u is used for eliminating external disturbing force and swing caused when the theoretical rope speed # imgabs4 # is adopted for open-loop rope winding and unwinding.
