The invention discloses a flexible actuator of a turtle-shaped bionic robot and a design method of the flexible actuator, and relates to the technical field of turtle-shaped robot design. The flexible actuator comprises a flexible actuator body, and the flexible actuator body comprises an actuator main body and a sealing part which are matched with each other; the actuator body comprises a plurality of air cavities arranged in an arrayed mode. The sealing part comprises a ventilation channel used for transmitting gas, the ventilation channel is used for communicating all the gas cavities, and the sealing part is used for sealing the gas cavities in the actuator body into a sealed gas chamber. According to the flexible actuator, the flexible actuator body is divided into the actuator main body and the sealing part, so that the flexible actuator is convenient in the demolding process, and meanwhile, the sealing part can further improve the air tightness and the driving efficiency of the flexible actuator.
