Wherein the cognitive module is used for determining a topological relation between a first lane sequence where a mobile device is located and a second lane sequence where an obstacle target is located when the mobile device is driven into an intersection and the obstacle target exists as a trigger; and determining road right information of the mobile device based on the topological relation, the road right information is used for representing the priority of different targets passing on the road in the road traffic; and the decision planning module is used for controlling the mobile equipment to run at least based on the road right information output by the cognitive module. When the mobile device is driven to the intersection, the mobile device can be controlled to run at least based on the road right information determined according to the topological relation with the obstacle target, and the traffic efficiency and the driving comfort are improved while collision with the obstacle target is avoided.
