An interactive monitoring system for a vehicle under test includes: a space monitoring system including a camera; a loudspeaker and an audio speaker; a telematics system; a vehicle monitoring system; and a controller. The controller includes an instruction set executable to periodically determine an operating parameter of the subject vehicle via the vehicle monitoring system and detect an occurrence of a vehicle stop event commanded by a safety officer. Operating parameters for a predetermined period of time immediately prior to a vehicle stop event are captured. During a stop event, the camera and the loudspeaker monitor the interaction between the vehicle operator and the safety personnel. Interactions between the vehicle operator and the security personnel are evaluated, and a third party advisor is engaged based on the interactions between the vehicle operator and the security personnel.
