Provided are a pulley mechanism having a self-protection function for an elevator and an elevator, the pulley mechanism having a self-protection function for an elevator comprising: an axle mechanism comprising a pulley and a central shaft assembled coaxially with each other; the pulley and the central shaft are movably assembled through the first-stage bearing, and the first-stage bearing enables the pulley and the central shaft to have relative rotational degrees of freedom; the central shaft is assembled with the beam frame through the second-stage bearing, and the second-stage bearing enables the central shaft and the beam frame to have relative rotational degrees of freedom; the brake mechanism can limit the rotational degree of freedom between the central shaft and the beam frame; and when the relative rotational degree of freedom between the pulley and the central shaft cannot be realized by means of the first-stage bearing, the brake mechanism is separated from the central shaft, and the central shaft has the relative rotational degree of freedom with the beam frame by means of the second-stage bearing. In this way, the second-stage bearing can participate in rotation when necessary, and safety is guaranteed.
