The invention discloses a vector propeller and an underwater robot. The vector propeller comprises a propelling assembly, a direction adjusting assembly and a fixing assembly. The direction adjusting assembly comprises a first driving device and an angle output shaft capable of being driven by the first driving device, the angle output shaft comprises a first shaft part and a second shaft part which are connected, and the axial directions of the first shaft part and the second shaft part are different; the fixing assembly is configured to fix the direction adjusting assembly. According to the vector thruster, by arranging the angle output shaft driven by the first driving device, the two freedom degrees of pitching and heading can be adjusted, rapid adjustment of a thrusting structure is achieved, and the effect of vector thrust is achieved.
