The invention provides a method and system for restraining train operation overvoltage and a train, and can be applied to the technical field of vehicle control. The method comprises the steps of obtaining overvoltage data related to an operation instruction from an overvoltage database in response to the received operation instruction related to the vacuum circuit breaker; the overvoltage data are screened, operation response time and a target phase angle matched with the operation instruction are obtained, the operation response time represents response time for executing the operation instruction under the condition that the phase angle of the vacuum circuit breaker is the target phase angle, and the operation response time represents response time for executing the operation instruction; the target phase angle represents that the vacuum circuit breaker executes an operation instruction under the condition of the phase angle to meet a train overvoltage condition; and controlling the vacuum circuit breaker to execute the operation instruction according to the operation response time and the target phase angle.
