The invention discloses a mixed plastic floating type photovoltaic platform device and method capable of passively dissipating waves, the mixed plastic floating type photovoltaic platform device comprises a floating body platform, a mooring rope and a gravity anchor, the floating body platform is connected with the gravity anchor through the mooring rope, the gravity anchor is placed in a water area, the floating body platform comprises a photovoltaic mechanism and a floating body, and the photovoltaic mechanism is connected with the floating body. The photovoltaic mechanism is installed on the floating body, the wave dissipation mechanism is arranged on the upper portion of the floating body, and the floating body material is arranged on the lower portion of the floating body. The wave dissipation mechanism on the upper portion of the floating body platform can effectively reduce impact of waves on the platform, the photovoltaic mechanism and the floating body are protected against damage, and the service life is prolonged. Through the connection of the mooring rope and the gravity anchor, the device can be kept stable in an overwater environment and is not influenced by stormy waves, and the normal operation of a photovoltaic mechanism is ensured.
