A determination reference value setting unit (32) determines a detection region in which the difference between the capacitance equivalent value and the setting reference value (41) exceeds a threshold value (43) as a contact region in which a conductor is in contact, and determines a detection region in which the difference between the capacitance equivalent value and the setting reference value (41) is equal to or less than the threshold value (43) as a non-contact region in which the conductor is not in contact. When it is determined that a contact region exists and that a non-contact region exists, a setting reference value (41) corresponding to the non-contact region is set as a determination reference value (42) for the contact region for the contact region.
