Systems and methods for navigating a host vehicle are provided. In one embodiment, a system includes a processor programmed to: receive an image representing an environment of a host vehicle; determining a planned navigation action for completing a navigation target of the host vehicle based on the driving strategy; analyzing the image to identify a target vehicle in the environment of the host vehicle; determining a next state distance between the host vehicle and the target vehicle that would be generated with the planned navigation action taken; determining the maximum braking capacity, the maximum acceleration capacity and the speed of the host vehicle; determining a stop distance of the host vehicle based on the maximum braking capability, the maximum acceleration capability, and the speed of the host vehicle; determining a speed of the target vehicle based on the identified characteristics of the target vehicle and assuming a maximum braking capability of the target vehicle; and performing a planned navigation action when the determined stop distance of the host vehicle is less than the sum of the determined next state distance and a target vehicle travel distance determined based on the speed of the target vehicle and the assumed maximum braking capability of the target vehicle.
