The two fixing plates are respectively arranged on the platform and the pile foundation, and the pile foundation is fixed on a seabed; part of seawater flows towards the flow dividing groove and enters the flow dividing groove, then the impact of the seawater on the side edge of the platform is weakened, the seawater acts on the two faces of the rotating plate through continuous deflection of the rotating plate, and therefore balance adjustment of the platform is achieved through the impact force of the seawater; seawater flows through the guide block and is influenced by the spirally contracted side edge of the guide block, so that the seawater flows from the top of the guide block to the bottom of the guide block, and then the seawater flows to the turbine, thereby realizing the transfer of the impact force of the seawater, reducing the impact of the seawater on the guide block, and improving the overall balance of the platform.
