The invention discloses a cross hook hanging beam for offshore wind power and a single-ship pile turning construction method thereof. The hanging beam comprises an upper balance hanging beam body, a cross hook, a rigging and a lower balance hanging beam body which are sequentially arranged from top to bottom. The upper balance hanging beam comprises a horizontally-arranged beam body, two upper shaft pins are symmetrically and horizontally fixed to the two ends of the top side of the beam body, and a connecting shaft pin is horizontally fixed to the middle of the bottom side of the beam body. The cross-shaped hook comprises a rotating bearing, a connecting pin is arranged at the top of an inner ring of the bearing, and four claw hooks are evenly distributed on the annular outer wall of an outer ring of the bearing in the circumferential direction. The connecting pin sleeves the connecting shaft pin through a connecting ring at the top end; the four grappling hooks are arranged in a manner that the grappling claws face upwards; one sides of the riggings are respectively sleeved on the alignment grabbers, and the other sides of the riggings are connected to the lower balance hanging beam; according to the hanging beam and the single-ship pile turning construction method thereof, the hoisting capacity of a crane ship can be fully exerted, pile turning construction operation can be completed only by means of a single ship for heavy steel pipe piles, the operation efficiency is high, and the cost is low.
