The charging gun of the off-line charging pile is inserted into the charging port of the to-be-charged vehicle, the off-line charging pile sends related information and position information in combination with the user terminal, the operation platform and the mobile charging terminal, and the operation platform generates the charging order according to the related information and the position information and issues the charging order to the mobile charging terminal. The mobile charging terminal responds to the charging order and moves to the position of the off-line charging pile to realize a non-contact and flexible charging process, so that the convenience of the charging process is improved, the characteristic of wide charging coverage range of the off-line charging pile is utilized, the universality is high, and the charging efficiency is improved. The problem of charging inconvenience caused by the parking lot and the position of the electric vehicle charging port can be well solved, the application scene of the mobile charging terminal is effectively improved, and resource waste is avoided.
