During steady-state control, according to the state of a current control moment gyroscope access system, when the access number is greater than 3, the position of a theoretical frame of the control moment gyroscope is planned, zero-motion maneuvering rate control is added, and instruction resolving is performed by taking the position of the theoretical frame as a target, so that the control moment gyroscope is prevented from staying near a certain fixed position in an on-orbit frame.
