The invention relates to a video monitoring-based highway accident handling tracking method and device, and the method comprises the steps: obtaining video monitoring data of a video monitoring system, marking the processing type of each time period in the video monitoring data, and obtaining a plurality of video time periods; establishing a change probability matrix according to the video monitoring data, and on the basis of the proportion recorded by the change probability matrix, calculating the virtual proportion of the virtual non-change video time period to the video time period of the processing type; and allocating an accident disposal tracking processing resource proportion to the video monitoring system according to the virtual proportion change trend of the video monitoring data. Through the above steps, the processing type change of accident handling tracking of each video monitoring system is dynamically identified, the processing resources allocated to each video monitoring system are dynamically adjusted, and the pertinence, robustness and accuracy of accident handling tracking are improved so as to be close to the actual demand of accident tracking handling.
