The invention relates to the technical field of ship charging systems, in particular to a harbor ship docking charging device and a charging system, and the harbor ship docking charging device comprises a positioning module, a walking module and a mechanical arm module; the winding module is used for adjusting the exposed length of the cable, and the winding module is used for respectively switching a first state in which the exposed length is increased, a second state in which the exposed length is reduced and a third state in which the exposed length is not changed based on an instruction; the charging starting module is used for adjusting the winding module to the first state; the tension detection module is used for detecting the tension and enabling the winding module to enter a third state based on the first tension state change of the cable; in the third state, the second tension state change of the cable is detected; a tension adjustment module generating a state adjustment target based on the second tension state change and calculating an exposure length adjustment amount; and the charging ending module is used for adjusting the winding module to be in the second state. The ship charging device has the effect of relieving the situation that the ship shakes to excessively pull the charging cable in the ship charging process.
