An induction communication module induces the access of an electric vehicle, stores a corresponding charging record and updates the residual electric quantity of other accessed electric vehicles; the power grid monitoring module determines a global suspension time period based on the charging record, generates a predicted electricity price sequence by adopting a time sequence prediction network, and checks whether a predicted error decision of each time period regenerates the predicted electricity price sequence or not in the charging process; the charging planning module calls a predicted electricity price sequence, obtains a charging record of an accessed electric vehicle, sets constraints by considering battery health, electricity price change and power grid load safety, combines and constructs a cost optimization model with the goal of minimizing global electricity cost, introduces a Lagrangian multiplier and rewrites the same into an unconstrained optimization problem, and finally performs charging planning. And an improved mouse swarm optimization algorithm is adopted to solve, extract and restore an optimal charging power sequence group, so that self-adaptive charging planning considering cost, safety and battery health is realized.
