The worm wheel shaft assembly comprises a torsion bar and a worm wheel connecting shaft, one end of the torsion bar is fixedly connected with an input shaft, the input shaft is fixedly connected with the tubular column lower shaft, the torsion bar is fixedly connected with the worm wheel connecting shaft, the input shaft is connected with the worm wheel connecting shaft, and the joint of the input shaft and the worm wheel connecting shaft is configured to have a relative rotatable angle R degrees; after the relative rotation of the input shaft and the worm gear connecting shaft exceeds R degrees, the limiting surfaces of the input shaft and the worm gear connecting shaft can be attached, and the torque comprises amp; the steering-by-wire system and the steering-by-wire method can be applied to a vehicle with a steering-by-wire function. Steering damping, torque change and an angle amp are provided for a steering wheel of the steer-by-wire vehicle; and torque is collected and transmitted, and feedback is made on the road surface in the vehicle driving process.
