The device comprises a rotary connecting seat, wherein the rotary connecting seat comprises an upper connecting plate, a lower connecting plate and a connecting column; the top surface of the upper connecting plate is rotatably connected with a rotating mechanism, and the upper surface of the lower connecting plate is fixedly connected with a hanging mechanism; the system further comprises a tilt angle sensor and a servo driving system. The method comprises the following steps: respectively connecting the free ends of the slings with different end parts of a test satellite; adjusting the length of each sling, and adjusting the pitch angle and the roll angle of the tested satellite; the rotation driving device is started to drive the rotation connecting seat to rotate integrally, and the azimuth angle of the test satellite is adjusted to the test azimuth angle; after the satellite to be tested is static, space attitude adjustment is completed. The problems that in the prior art, the attitude adjustment range is small, the testing efficiency is low, and the testing result error is large are solved.
