A first winch is mounted at the upper end of the rear side of a hanging bracket, the first winch is connected with a first movable block through a rope, and the first movable block is arranged below the front side of the hanging bracket; the outer side of the first movable block is movably sleeved with a first movable sleeve, the bottom of the first movable sleeve is connected with a mounting top, and air pressure tanks are mounted in grooves in the front side and the rear side of the mounting top, and through cooperation of the first movable block, the first movable sleeve, a second winch and an air bag in a containing cavity, the situation that the position of a ship body or a water carrier is changed due to stormy waves is avoided; the cage frame is synchronously pulled to change the preset operation position, and through cooperation of a second movable sleeve, a second movable block, a limiting assembly, a detection assembly and an adjusting assembly, when the cage frame inclines when encountering underwater undercurrent, the position of the cage frame is reset and adjusted through a propelling device.
