An observation of an observation area wider than a cruising distance of a drone can be performed and, further, an operator can acquire an observation data of all observation sections and perform analysis of all the observation area, even in a case where it is impossible for the operator to go to the observation base due to a failure of a traffic infrastructure and in a case where a failure of a communication infrastructure occurs. The drone flies through an observation section from the observation base on which the drone is on standby to the next observation base to perform observation, performs data relay for transmitting all the observation data after the first observation section which is stored in the drone to the next drone on standby at observation base when the drone lands at the next observation base, and delivers the observation data of all the observation sections to the observation base which is a destination by sequentially repeating the performance of the data relay between the drones in all the observation sections.
