An intelligent braking rail trolley, comprising a rail trolley, and a braking system and a start-stop structure which are both arranged on the rail trolley. The rail trolley comprises a trolley frame (1) arranged horizontally and a walking wheel assembly arranged at the bottom of the trolley frame (1) and used for driving the trolley frame (1) to move. The braking system comprises two braking mechanisms symmetrically arranged on the trolley frame (1) and a monitoring mechanism arranged on the trolley frame (1) and used for monitoring the rail trolley. One braking mechanism is arranged on the left side of the trolley frame (1), and the other braking mechanism is arranged on the right side of the trolley frame (1). Each braking mechanism comprises a transmission assembly arranged at the central position of a walking wheel (3), and a service brake assembly and a parking brake assembly matched with the transmission assembly. The start-stop structure comprises start-stop switches (24) arranged on the front side and the rear side of the trolley frame (1). Also disclosed is an advancing method for the intelligent braking rail trolley, comprising: 1. data storage; 2. weight loading; 3. checking before advancing; 4. normal advancing and braking; 5. non-normal advancing and braking. The service brake assembly can perform braking when the rail trolley reaches a set maximum moving speed, thereby preventing a slope sliding safety accident; the parking brake assembly is utilized to stop the rail trolley in an advancing state and lock the rail trolley in a stop state, thereby preventing the rail trolley from sliding.
