A system of traffic lights 102,104 is controlled 150 so that their green time is a minimum green time plus a green time quota, the latter distributed across the lights 102,104 depending on a level of traffic demand (e.g., detected using radar 160). Each light 102,104 may have a maximum green time and may have a ringfenced quota reserved for its use. This represents the maximum amount of time guaranteed to be available for that light from the overall green quota pot/pool. Lights may be prioritised for green quota use. The maximum green time of each light may be below an absolute maximum while respecting the ringfenced quota. Fixing the minimum green time and overall quota time may limit maximum cycle duration. Requested green time may be met unless the green time exceeds a maximum or insufficient unallocated quota remains.
