PROBLEM TO BE SOLVED: To suppress reduction in a rate of recognizing a monitoring target in a state in which an obstruction exists.SOLUTION: An image processing apparatus 10 includes a detection unit 11 and a recognition processing unit 12. The detection unit 11 detects an obstructing region 2 in which an obstruction existing between an imaging apparatus 20 and a monitoring target region is imaged, from captured images 21, 22. The recognition processing unit 12 detects the obstructing region 2 in which the obstruction existing between the imaging apparatus 20 and the monitoring target region is imaged, from the captured images 21, 22. The recognition processing unit 12 sets a recognition region 1 in part of the captured images 21, 22. The recognition processing unit 12 recognizes a monitoring target from an image in the set recognition region 1. When at least part of the set recognition region 1 overlaps with the obstructing region 2, the recognition processing unit 12 moves a setting position of the recognition region 1 in parallel with a movement direction 3 of the monitoring target so that the recognition region 1 does not overlap with the obstructing region 2.
