PROBLEM TO BE SOLVED: To provide a luminance control device and a luminance control method capable of acquiring high luminance from a light emitter for a railroad using a light-emitting element.SOLUTION: A luminance control device 1 includes an LED 11 (a light-emitting element) for emitting light by receiving current, a memory 4 (one example of a storage part) for storing a table 4A including information showing a relation between a duty ratio of the LED 11 and a current value allowed by the duty ratio, and a CPU 2 (one example, a luminance control part) for controlling a luminance of the LED 11. The CPU 2 controls the duty ratio acquired from the table 4A of the memory 4, and the luminance of the LED 11 with a current value allowed in the duty ratio.SELECTED DRAWING: Figure 1
