PROBLEM TO BE SOLVED: To improve damage stability, and to stably lift powder and granular material from a hold of a vessel.SOLUTION: A cargo lifting device 100 includes: a bucket elevator 110 which is provided to a powder and granular material carrier vessel 1 to transfer cargoes such as powder and granular material in a vertical direction; a flow conveyor 120 which is connected to the bucket elevator 110 to transfer the powder and granular materials or the like toward a lower end side of the bucket elevator 110 in a horizontal direction; an air slider 141 for transferring the powder and granular material in a hold of a vessel 2 toward the flow conveyor 120; and a mountain-shaped powder and granular material stagnation preventive device 142.
