To prevent stagnation of vehicles in an alternate traffic section by estimating a traffic situation in the outside of the alternate traffic section.SOLUTION: A passing vehicle detection sensor 22B detects that a vehicle V1 exits from an alternate traffic section and transmits speed of the exiting vehicle V1 to a management device 40 (S1). When the speed of the vehicle V1 in the exit is lower than a prescribed speed, the management device 40 estimates that stagnation may occur in the outside of the alternate traffic section or there is a possibility of the stagnation hereafter (S2), and performs control of switching a signal light 25A to an entry forbiddance state (S3).SELECTED DRAWING: Figure 1

    【課題】交互通行区間の外側の交通状況を推定し、交互通行区間内の車両の滞留を未然に防止すること。【解決手段】車両V1が交互通行区間から退出したことを通過車両検知センサ22Bにより検知し、退出する車両V1の速度を管理装置40に送信する(S1)。管理装置40は、退出時の車両V1の速度が所定速度よりも低い場合には、交互通行区間の外側で滞留が発生している、もしくは今後滞留が発生する可能性があると推定し(S2)、信号機25Aを進入禁止状態に切り替える制御を行う(S3)。【選択図】図1
