To allow an unmanned aircraft to return or land with an optimal route.SOLUTION: Provided is a route selecting unit, and that is a unit for controlling a flight by an unmanned aircraft, comprising: a landing positional information reception section for receiving a landing position of the unmanned aircraft; an aircraft body positional information reception section for receiving the current position of the unmanned aircraft; a scan data reception section capable for receiving three-dimensional scan data of objects to be scanned by a laser scanner provided in the unmanned aircraft; a scan map creation section for creating a three-dimensional map, based on the three-dimensional scan data received by the scan data reception section; a flying prohibited points extraction section for extracting, on the three-dimensional map, flying prohibited points disturbing the flight; a route selection section for, on the three-dimensional map, selecting a flight route for the unmanned aircraft from the current position of the unmanned aircraft to the landing position, which is the flight route allowing thereof to avoid the flying prohibited points.SELECTED DRAWING: Figure 3
