To provide a communication device, a communication method and a vehicle-to-vehicle communication system achieving more appropriate communication.SOLUTION: On-vehicle equipment 4 of an on-vehicle system 6 includes: a self-vehicle information collection unit 22 which acquires information of the self-vehicle having the loaded self-equipment; and a communication unit 24 which communicates with another vehicle existing in the periphery of the self-vehicle to transmit the information of the self-vehicle. The on-vehicle equipment further includes: a communication status information acquisition unit 43 which acquires handshake communication status information indicating whether or not another vehicle is already performing handshake communication; and a communication frequency control unit 48 which, when the other vehicle is already performing the handshake communication, changes the transmission frequency of the self-vehicle information to a second frequency which is relatively lower than the first frequency.SELECTED DRAWING: Figure 2
