To inhibit diffusion of abrasion powder generated therein to inhibit harmful effect on a peripheral device in a power transmission device and an electric power steering device.SOLUTION: A pulley includes: a housing 31 forming a hallow shape; a driving pulley 19 rotatably supported at an interior of the housing 31; a driven pulley 20 rotatably supported at the interior of the housing 31; an endless timing belt 21 wound between the driving pulley 19 and the driven pulley 20; and foreign object recovery members 34, 35 disposed at the axis O1 direction side of the driving pulley and the driven pulley 20 at the interior of the housing 31.SELECTED DRAWING: Figure 2
