To provide a road surface state determination system, a road surface state determination program, and a road surface state determination method that can maintain the road surface state determination accuracy even when a tire changes over time.SOLUTION: A road surface state determination server 300 constituting a road surface state determination system 100 includes: a road surface state acquisition unit 301 for acquiring a road surface state that is determined based on a predetermined determination algorithm using acceleration data; a vehicle state acquisition unit 303 and environment information acquisition unit 305 for acquiring supplementary information including at least one of vehicle state information indicating the state of the vehicle on which the tire is mounted, environmental information indicating the surrounding environment of the vehicle, and the road surface state determined by using acceleration data of tires mounted on other vehicles; and a road surface state updating unit 307 that updates the road surface state acquired by the road surface state acquiring unit 301 using the supplementary information.SELECTED DRAWING: Figure 5
